As I have written- You can ski out of the trails when area is allowed for climbing, and chief of National Park allowed skiing due to enough snow cover.

In the National Park can only move the designated trails, in case the descent of them can be expected to encounter guards and a financial penalty

There are no general limitations. You should ski on trails, but it`s depends on conditions. There is also possibility to ski on places where climbing is allowed.
